Bio:
Robert Foley is a public health professional and decorated U.S. Army Special Operations veteran with more than 28 years of experience in medical operations, training development, and crisis response. Throughout his career, he served as Senior Enlisted Medical Advisor and Brigade Training NCOIC for the 95th Civil Affairs Brigade (Airborne), advising commanders on medical assessments, mission planning, and operational readiness while mentoring over 1,500 Soldiers and 130 Special Operations medics. Foley directed the development and execution of advanced Civil Affairs medical courses, coordinated large-scale training exercises, and managed multimillion-dollar equipment and budget portfolios, earning multiple awards for operational excellence, including two Bronze Star Medals and USASOC Medical Sergeant of the Year.
Foley’s operational experience includes numerous deployments to Afghanistan, Iraq, and South America, where he provided trauma care, trained local and coalition forces in emergency medicine, and led public health and preventive medicine initiatives. He holds a Bachelor of Science in Applied Health from BYU-Idaho and an Associate of Applied Science from Fayetteville Technical Community College (2021). He continues to serve the Fayetteville community through education-focused leadership and mission-driven initiatives that strengthen health outcomes and student learning.
